That may just be your county. Texas strangely has a lot of dry counties, but through the rest of the state, it’s you can buy alcohol from 7 AM to 1 AM all week except Sunday, when you can only buy it after noon until midnight.
I think you may be misinformed, or mixing things up — or perhaps you live near establishments that don’t really follow the law — but the law itself states that liquor cannot be sold after 9 p.m. Mon-Sat, and not at all on Sundays. Not talking about wine/beer. You can buy beer up until midnight, or up until 1 a.m. on Saturdays. I’ve been turned away multiple times when I had forgotten about the midnight/1 a.m. rule and tried to buy a bottle of wine or something at a grocery store after those times
In dry counties you can’t buy liquor or wine or beer at all, unless it’s at a restaurant or bar or public establishment. I know this very well, because Lubbock was a dry county when I went to Texas Tech, and we had to drive 20 minutes out to “the strip”, which was outside city limits, to go buy our box wine or what have you.
(FYI, I have lived all over Texas. I’ve only been in Austin about a year — I’ve lived in Flower Mound, The Woodlands, Dallas, Lubbock, and Austin.)
